It is a little known but locally cherished fact that Pittsburgh is America's largest inland port. Barge and boat traffic are as much a part of the local scenery as the Steelers and the Pirates. From the earliest days of our Republic, the federal government has written and enforced laws dealing with events and mishaps on navigable waterways. That includes the barge and boat traffic taking place on Pittsburgh's rivers.
